The new Aged Care Act will be introduced on 1st July 2025 and aims to improve the ways services are delivered to people in their homes, community settings and in residential aged care homes. What changes will the new Aged Care Act make?
According to The Department of Health and Aged Care, the incoming new Aged Care Act will:
- Outline the rights of older people who are seeking and accessing aged care services
- Create a single-entry point with clear eligibility requirements
- Include a fair, culturally safe single assessment framework
- Support the delivery of Aged Care services
- Establish new system oversight and accountability arrangements
- Increase provider accountability through a new regulatory model
- Strengthen the aged care regulator

The current Aged Care Quality Standards (ACQS) will be improved and updated as part of the new Aged Care Act and regulatory model. These updated standards, which will change from 8 to 7, will also come into effect on July 1 2025. Once introduced as part of the new Aged Care Act, these strengthened Quality Standards will be reviewed every 5 years to ensure they continue to uphold the best practices of aged care.
Key changes to the strengthened Quality Standards
There are some differences between the old and new ACQS, which seek to enhance and clarify requirements for the following:
- Clinical care now has a dedicated Standard (Standard 5)
- Person-centred care and diversity
- Provider governance and partnership with older people
- A new dedicated Standard for food and nutrition (Standard 6)
- Dementia care

New Aged Care Act: Implications for aged care services
Given that the new Aged Care Act has been designed to shift the focus from providers to residents, aged care organisations will need to align their operations to comply with new standards that put more focus on the wellbeing of residents.
